because im about to be pissed at the place in gardena
whata re some good powder coaters around here, theres a guy in santa ana that did my last bike hes good. who else?

spray paint, on pic 14 the original chrome is showing through. Also, most powdercoaters would remove the headbadge before powdercoating (looks like a Fuji).

Good powdercoaters usually strip the bike to metal either by blasting or chemically. It helps the powder stick better. While you can powdercoat over chrome, it might not turn out well.
Powdercoat is still paint so the prep methods for liquid paint and powdercoat should be similar.

It still might be powdercoated, the ends of the forks and dropouts almost always chip. Bottom line is if you like it then it's worth it.

That looks like bubbling around the seat cluster, I don't think powder coat should do that.

I wanna talk to them tomorrow before i blast their name on the internet...my last powdercoated form chiped where the nut went but not around it, and it looks like the paint ran in some places and all the metal surfaces are not covered and the fork is obviously not striped, which I paid them $20 bucks extra to do.....
if they decide to screw me, oh man i will plaster their name =]

In fact, even if it is paint, if you actually paid someone to do this, they should have done it right, and it shouldn't be bubbling anyway.

doesnt powder coating have sort of a brushed metal texture after all is said and done? I could def be a liquid coat though

Could be either, but it's definitely a crap job.
I went to Mega Powdercoating in El Monte, and they sandblasted and powdercoated a frame/fork/stem for $60 and did a good job. I was pleased with how it came out.
