Distracted/Cell Phone Drivers

Alright, I'm fed up with people on cell phones driving like shit in general, particularly when I'm on the bike.

Are there any legal ways/ways to rat on these people to police? Other than giving them the finger/getting it back or pulling over myself, dialing non-emergency and reporting on it (thus killing a ton of time), what recourse do I have for repeat offenders I see on my commutes and the like. If one more 16 year old girl tries to argue with me I swear....

In good news...

saw a bike police officer by the crosswalk on Sepulveda and Ventura making the rounds for drivers at the intersection who were on cell phones. Glorious to see people's surprise and denial when nabbed.
