a couple months ago I stayed at hollywood and vine and kind of hated this bike because i'm 5'6" and it's too small for me so I left it outside with a shitty lock and it got stolen. I wasn't surprised. I paid $100 for it off CL some time earlier.

I would just call the person, confirm an appointment, bring a dozen of friends, show up to the appointment, punch they guy in the nuts, have my friends counter attack the thief's friends, watch the thief crawl and cry "why did you do that, you hit my nuts?", laugh at the thief and his tough friends, take the stolen parts and bikes, walk away and point at the thief and his friends "YOU KNOW WHAT YOU DID, YOU KNOW!", donate the stolen goods to a bicycle shop willing to fix bikes and give them to unfortunate kids, go home, log it on midnightridazz website of the event, call dozen of friends to thank them, shower, masturbate, eat spicy mangoes, shower again, check up on any updates from midnightridazz website, reply to comments, go to sleep, have dreams, wake up, knocking on door "It's the police", get arrested, look confused, get thrown in a jail cell, masturbate, go to sleep, check on updates, reply back.
That's what I would do.

maybe i will call the police and waste the time of people who don't care and the taxes i don't believe in to talk to a man i don't trust about some dude i don't know.
maybe the dude will catch a case and end up in jail promoting more of everything i want nothing to do with. maybe it will or is already domino effecting and soon enough some 19 year old punk ass brat is in a california prison, only to be back on my streets some years later as a gangster.

I think making people aware is the best you can do. We don't wear capes in our daily lives, so I don't think the vigilante justice while on one level appealing, is the right choice.
