first bike meeting gotta question

So going to the bike meeting today at city hall. I've never been to city hall. Where is good bike parking and where I know where to go when I get there (like where in city hall this meeting is?)

There is no good bike parking. Use the railing outside the city hall. on the right/east side by the entrance. They make you walk through a metal detector. Ask for the meeting on transportation / Bill Rosendahl. Make sure to tell them that bikes cyclists are being discriminated against. Thanks!

I'm not able to make this meeting. Could someone reiterate for me there the following? It's kind of lame and needs work, but maybe the main point behind it is what you could push for us? Thanks -
" The LAPD and the City of Los Angeles has taught me that because I choose to use a bicycle as a means of transportation that my life is less important than those who drive cars. If I am killed or injured injured in hit and run, the driver will get off scott free with just a slap on the wrist, or no investigation or effort will take place to find the suspect. Whenever there is a need to put some paint on the roads to distinguish a bike lane or sharrows, the money will go to expanding the road for cars instead. If I am trying to ride safely in a group of fellow cyclists, the police will harass and tackle us off our bikes for no good reason. Because I choose to ride a bike in LA, I have fewer rights and privilege than someone who drives a car in LA. I charge the city of LA and its police force with discrimination. "
