Why can't this be the focus of Santa Monica Critical Mass?
I think that trying to close roads for bicycle and pedestrian access once a month/week would potentially help Santa Monica's retailers and be a PR win for the city.
They already close the streets for farmers markets - so what would be that complicated about doing this so that families, visitors, etc. can enjoy the public space without all the vehicles in the way?
This is just a random idea of mine, but I thought about Santa Monica as soon as I got done watching this film.

Santa Monica has done this, and it is one of the most successful, tax revenue generator in the city. Its called the 3rd street promande.
Bicycle and skate(boards) not allowed, that was an interesting battle when they band those from the promande.

Closing off streets is one of those things that sounds like an easy solution to the dominance by motor traffic of public space, but in practice usually ends up pretty lame. The closed-off areas wind up being sort of like little Universal Citywalks--mediated environments and simulacra of city streets. 3rd Street Promenade is actually a perfect example: all chainstores, high rents, a "permitting" system for street performers, etc. It's better to tame motor traffic everywhere than to ban it on Main Street.

In Europe they don't have too many closed off streets. They got these wacky thing called plazas. Large central open areas for people to congregate. Man those wacky Europeans crack me up!

SF has a similar thing in golden gate park during the spring/summer where they close off the main road to cars and open it up for bikes/skates... it's only one street, but it gets a lot of people coming out
