 I tried tightening my spokes and ended up fucking up my wheel. I need a true stand and some more practice.

Take it down to Bike Oven / Kitchen / Wave / etc.

 I've only done minor truing on the frame.
Take your time and do a quarter turn at a time and you'll be OK.
When I really taco a wheel, I take it to the pros.

 I bang the rim on the ground when I really taco a wheel.... doesn't work so well with some rims though.

what pro do you recommend in the los angeles area...i am willing to take my wheels to someone or a shop that can true my wheels good... i've gone to some local bike shops and have not been really satisfied...

another question... is it less expensive to but a rim, hub and spokes and have a wheel built or just buy a wheel.... i know it depends on quality of parts.... but i am looking for some that can take a lot....

 Go to one of the bike co-ops to true your wheel. if your wheel is really tacoed, just replace it.

It's generally less expensive to buy a complete wheel.
