It does seem like a combined bikes-on-trains / donate-bikes-to-thieves program.
Unless they give you time to lock your bike to the train and they're cool with that.

haha I would never.... ever.... put my bike on something like that in this city. hahah I imagine this might work if I had the time or will to strip all the steal-able items off my bike and have the ability to u-lock it to that thing... no thanks, just put a "standing only" luggage car on the back of every train. all the bike riders and people with crap can go to the back.

Or just post a guard with a .22 on a "watch-seat" to pop off any varmints that want to "free-load".
