Yes, but, not only do you need new spokes, you need to make sure the hub and the rim are built for the same number of spokes (18, 24, 32, 36, ?), then you need to figure out what size new spokes you need, and to remember that unless you're riding a fixie/singlespeed, the rear spokes will be two different lengths.

Building your own wheels is AWESOME, if time consuming (what with the lacing and the truing and the tensioning and all), but unless you're building something pretty high end, usually buying the built wheel is about the same price as buying the individual components.

count the holes for spokes too.
i've got a 27" wheel with 34 spokes - i think, which is an odd ball size. hopefully you have a hub with 32 or 36 spoke holes...

Stoner recount on spokes 34 hole ?

Forgot to include axel spacing- distance between dropouts.
this could be a factor if your using a different frame/ fork.

Unless there high quality hubs your probably waisting your time and money. often you can buy new for less than a rebuild.
Spokes need to be the exact length to the millimeter
If you have a rookie wheel builder your really asking for it.
also: often times low quality junk hubs are shot/useless.
the bearing races will be pitted or scored causing a lot of friction,
or bearings to fail.

spin the axel slowly to see if it feels smooth or rough ?
