I did a little research and found something upsetting. As you all know CVC 21202 permits cyclists to take the lane if you're on a substandard width lane, or if there are road hazards. Here's what the LAPD puts in their citation handbook:

"BIKE-SLOW MOVING
Ride as near the right hand curb or edge of the roadway as practicable.
EXCEPTIONS: May use left on one way street."
