i've never signed a change.org petition before. why do they need all that info...address...last name...etc. clearly that goes straight to the government. do they match this info with registered voters?

Change.org is an email harvester. Signatures on these are totally symbolic and are worthless for the most part - except that the LACBC gets your email and then lets you know when the pro-bike party is going to happen in support of these bike lanes. So, in other words, it gets you connected to the crap going on regarding these lanes.
It is also just a major faffing off of the emotional desire to have something done to help others working on the bike lanes.
