the LAPD on Venice near La Brea will register bikes 24 hours a day for a $3 fee. Just bring the bike to the station office on the westside of the building...(there are 2 offices at the location).

and what, exactly, is this so called state program?
The vehicle code only states that local jurisdictions can create a code. Has no provision in it itself to REQUIRE licensing. So If my guess is correct, the ones with SP just mean if you live in another place that requires a bike license, anywhere that has it is subject to that rule too...

Here's yet another reason to ride a foldie.

Bicycle Defined

39000. "Bicycle," for the purposes of this division, means any device upon which a person may ride, which is propelled by human power through a system of belts, chains, or gears having either two or three wheels (one of which is at least 20 inches in diameter) or having a frame size of at least 14 inches, or having four or more wheels.

Amended Ch. 421, Stats. 1978. Effective January 1, 1979.


My wheels on my foldie is stated to be 20 inch wheels, but if you measured them, they are 18-19 inches in diameter. If I was a kid riding a BMX, I would take a good look at what is the diameter of my wheels. They could be exempted from registering and also be excluded from alot of the bicycle vehicle code.

Ridiculous, isn't it?

39001. (a) The department shall procure and distribute bicycle license indicia and registration forms to all counties and cities which have adopted a bicycle licensing ordinance or resolution.

39002. (a) A city or county, which adopts a bicycle licensing ordinance or resolution, may provide in the ordinance or resolution that no resident shall operate any bicycle, as specified in the ordinance, on any street, road, highway, or other public property within the jurisdiction of the city or county, as the case may be, unless the bicycle is licensed in accordance with this division.

It's written into the State Vehicle Code only as a program to support PARTICIPATING MUNICIPALITIES. Nobody is forced to participate or even adhere to the state's suggestions. In fact, the way the code is written, some of these municipalities who have local programs written into their code can charge more than the $10 minimum for a violation and not be superceded by the State Vehicle Code.

When I registered my bike, they told me it was a way of identifying your bike in case of theft. Has anyone ever recovered their bike that way?

To think that several municipalities require me to have a license on my bicycle just to ride through is just plain goofy, especially since the municipality I reside in does not support one. What's even more goofy is the municipalities who have a local program and require anyone riding in their municipality to have their speciffic bicycle registration. Archaic is right.

I'm certain some stolen bicycles have been recovered that had state registration, but it is not the only way a stolen bicycle can be identified to be recovered. In fact, it's much easier to peel off a registration tag than it is to deface a serial number. The National Crime Information Center (NCIC) has a section to include stolen bicycles that identifies from the serial number and an owner applied number if there is one (home engraver owners rejoice!) In California this is accessed through the California Law Enforcement Telecommunications System (CLETS) and when a stolen bicycle is entered into the systems in CA, it is accomplished through CLETS. This ensures that a stolen bicycle can be identified through a serial number (and owner applied number in there is one) in the event of a recovery anywhere in the US and Canada through the connection/entry with NCIC. The state registration system mentioned in this thread is nothing more than a redundancy that is not needed. Whether or not a law enforcement officer runs either a state registration number, or serial number/owner applied number is the question because either will come up as a stolen if the officer is doing their job properly. As a burgeoning conspiracy theorist from reading PC's ramblings, I'd have to say that bicycle registrations are just another way of allowing undesirable law enforcement officials to be even less drsirable.
