why the LAPD decided to start enforcing the city's bicycle licenseing law as of Aug 1, 2008?

I know, It was recently put on a moratorium.

Seriously what happen that they decide to start enforcing this law.

Not probably, but how it officially was decided?

 It was probably "officially decided" by a couple cops on the side of the road looking for an excuse to harass cyclists who were doing things within their legal right to question officers about harassing other cyclists.
